Public platforms to facilitate data-based collaboration between GovTechs and public administration (ÖPGV)

Background.

German municipalities generate large amounts of data every day, but most do not manage to use it strategically. The implementation of data-based municipal solutions in cooperation with GovTech companies (providers in the area of government technology) is also associated with major challenges. In view of the increasing shortage of skilled workers in the administration and at the same time growing expectations of digital administrative services, there is an urgent need for action here.

Project goal.

The ÖPGV project is creating a digital platform that serves as a tool to cut the Gordian knot of data processing in public administration. The aim is to develop data-based services for data processing in order to define standards for data and interfaces, provide tools for data conversion and establish rules for their handling. Such public digital platforms without commercial operators have been little researched to date. In order to ensure that the planned platform is actually used, non-monetary incentives for engagement on the platform are considered in particular.

Polyteia

Polyteia offers a software suite for public administration that simplifies the workflows of federal, state and local government employees. The fully integrated platform makes it possible to connect existing systems, harmonize data and use it in AI-supported workflows - from forms and case processing to statistical evaluations and reports. Polyteia was founded in Berlin in 2019 and already supports over 500 administrations at local, state and federal level.

SINE Foundation

The SINE Foundation e.V. is a non-profit organization based in Berlin that develops open source technologies for data protection-compliant collaboration in complex multi-stakeholder scenarios. Its work focuses on the use of privacy-enhancing technologies such as secure multi-party computation to share sensitive data securely between partners without breaching confidentiality. SINE develops governance models and leads standardization projects to accelerate data-driven climate protection measures in business and administration.

Carl v. Ossietzky University

The Carl von Ossietzky University of Oldenburg is a state university in northwest Germany. Its Business Informatics for Environment and Sustainability research group deals with issues at the interface of digital innovation and digital sustainability. The aim is to contribute to the progress of business informatics through scientifically sound research and committed teaching, to help shape the digital transformation responsibly and to constructively enrich the public discourse.
