Making State with Data. On data-based governance in the German federal states.
Data in state authorities are still decentralised in silo structures and are processed manually with high effort.
Technical tools and low-code/no-code approaches should be expanded and data competence trained. Data quality and access would be significantly improved if IT procurement would focus on enforcing common standards and open interfaces.

Good data. Good administration. Opportunities and challenges of using data in cities, municipalities and districts
Our study “Good data. Good Administration” examines the status quo of data use in German municipal administrations. For this purpose, 19 interviews were conducted with municipal decision-makers such as chief digital officers, mayors and heads of departments. The result: municipalities in Germany are still at the beginning when it comes to data. Based on the results of the interviews, the study provides clear recommendations for action.
