At the beginning of 2020, the municipality of Wadgassen in Saarland was looking for solutions to make control, decision-making and planning in its municipality more efficient through the intelligent use of data. The challenge was to merge and process data from the various sources and silos of specialized procedures. This meant a great deal of human and financial effort. The process, which was often manual, was time-consuming and inefficient, so that the results reached the decision-makers only after a delay.


To address these challenges, Wadgassen, together with other municipalities from the Saarland, approached the responsible IT service provider eGo-Saar to test a cooperation with Polyteia and the introduction of a data-based software solution.

Since September 2020, the municipality of Wadgassen has been using Polyteia’s demography solution as one of four pilot municipalities. This combines the entire process of data use in one platform solution – from reading out the data stocks from the civil registers and statistics offices of the state to presenting the results to the decision-makers. The graphics, which are provided on a user-centric dashboard, are intuitive visualizations of historical developments, analyses and forecasts and can be exported automatically as reports for the administration and council.




The Central Services department of the city of Goslar wanted to provide the city council more regularly with key figures on the personnel situation and development. Until now, compiling such a report was quite time-consuming. Data had to be manually compiled from various departments and source systems in order to prepare the key figures for the report. The compilation of the report took up extensive personnel resources, and the Central Services department was not able to provide the Council with as much information as it would have liked. Current figures and information needed between reporting phases could not be readily accessed by the Council and administrative staff.


With the introduction of the Polyteia personnel module, the compilation of current, relevant personnel key figures for the council could be automated and accelerated. By setting up interfaces to the relevant specialized procedures, historical developments as well as current data on key figures such as the part-time rate, age structure per organizational unit or future staff departures are available to users in the city administration at any time. The visualizations, diagrams and tables can be viewed in a browser-based, log-in protected application and exported at any time.




Responsibility for the Berlin Trade Register, in which the trade registrations of Berlin companies are recorded, lies with the Senate Department for Economic Affairs, Energy & Operations of the State of Berlin. Although it was already possible to obtain information on the registered trades via individual queries. However, findings on the historical development and spatial distribution of various industries based on aggregated data were not available until now. In an explorative pilot project, SenWEB wanted to test what added value the analysis and visualization of the data could offer. Using a solution that was to be developed iteratively, with the involvement of various stakeholders in the state of Berlin, it was to be tested whether such analyses could provide direct work support for users in the Berlin authorities.


In an initial research phase, Polyteia gathered the requirements of potential users for optimized evaluation options for trade data in workshops and interviews. Subsequently, the pilot application was developed in close coordination with the client. The web-based application allows, among other things, the development of certain industries in the twelve districts of Berlin, as well as in up to 600 smaller viewing areas to be displayed, over different time periods. The views provide users with detailed filter options for specific keywords from the activity descriptions or concrete departments, groups or subgroups from the economic sector classification system, which categorizes the reported trades.
